Unless dcas uses their discretion to extend a list it expires after 4 years of the first person to get made off the list. Only time I can remember was when it was extended was for all lists on DCAS, not just NYPD, because of COVID and I believe once for firefighters for some reason. Other than that they could preemptively promote people on this list over vacancies before it expires. People used to die on lists all the time (too many on a list) or a new test would have to be given before 4 years (too little on a list) all the time before 2020.

They can and will extend the list for no reason. Covid never held up promotions, that was used as an excuse to get people at the bottom of the list promoted

They technically don't have to extend the list to finish it. If this next list takes longer then after this list expires they could still keep promoting until a new last is actually established.
