I'm in the current Captains class and those words came straight from the Presidents mouth. Remember, the contract was a 5 year and 2 month contract. We get a raise August 1, 2025 (a small raise but a raise nonetheless). Then, another one September 22, 2205. Then the last raise is September 22,2026.
Its a raise for anyone not at top pay to account for the steps. So Ill apologize for being wrong

Does this still apply when the Lieutenants get another raise next March you would go to the third step if promoted after that date?
I could be wrong but from what I see it doesnt appear so. 1st step Capts go to roughly $165k come September and the following March a 5+ Lieutenant goes to roughly $164k. After August the only way to skip steps in Capt from Lt is to be LSA/LCD.

Correct! This ONLY applies for the next 2 months. Anyone promoted after March 15, 2025 and before August 1, 2025 benefit from this pay discrepancy (assuming you have more than 5 years in rank as a LT).
Starting pay Capt as of today = $157,515
Top base pay LT with 5+ years as of today= $158,234
(Hence why the current promotees go to step 3) = $160,722
Starting pay Capt as of August 1, 2025= $160,030
(More than top base LT $158,234) Start at step 1
Top base pay LT with 5+ years as of March, 2026= $164,563
Starting pay Capt as of Sept 22,2025=$165,631

Tha payscale posted by him was TOP PAY figures ONLY. Not starting pay.
