Top paid detective = top paid SGT

  N0t a top paid detective = step 5 Sgt.

NOT top pay detective = Step 5 and from what we are being told we STAY at that step for the next 5 years before going to top pay.

easiest way to understand it -

a 5+year in rank detective (third grade) goes to top pay
any other detective (third grade) goes to step 5, and you stay there until your promo class/BMOC hits top pay, in which you are then top pay. That means you stay at the same rate for 4 full years. Year 5 you all bump up to top pay.

2nd grade goes straight to top pay
1st grade is an idiot for taking a promo to sgt.
