At minimum 60. Some may be cleared from 13 list and promoted.

Why would that be the case? Do you remember everyone still on the 2011 list being told the jig was up once the 2013 list came out?

As soon as they BEGIN promoting from a new list, that's when old lists are thrown in the garbage. It's not unheard of for last-minute CARB clearances to go in with the first BMOC class hired mainly from a fresh list. In fact, you may be sitting with people who have already technically been sergeants for months, but have still not attended BMOC and are mandated to complete the course.
