So that news was confirmed, regarding the reduction of the number of captain spots.

Correct. The number of captain slots was reduced from 394 to 320. There are still 383 captains, hence the +63 vacancies. Those lost slots went to the higher executive ranks, so we should see that number normalize once they do another wave of executive promotions, which are currently rumored for March.

So Gamblor, in your estimation, what's the next date you think they'll promote from our list.  I kinda came to the realization that this change is going to put an extra year on top of the wait.  It will definitely push back the next Captain Exam and slow up the LT list.

I honestly don't think it will be that bad. The reduction in slots only happened because they created a ton of vacancies in the higher ranks. This goes to the PC's comments about making all COs at least a DI. They haven't made those promotions yet and there are a lot of vacancies still in the DI, Insp, and Chief ranks. If they fill a bunch next month, they may be able to make some Captains soon. From what I've heard, executive promotions are going to be done quarterly, so I would consider March to be likely. It remains to be seen if they will do Captains as well, but considering there are several vacant XO slots throughout the city, they do still need them.

retirements drive the bus. maybe i'm wrong (hope I am), but i don't see how they promote anybody to a rank that has an overage. the only executive promotions that matter for our purposes are those captains promoted to DI, thereby diminishing the overage. ok, they are going to do executive promotions quarterly. does anybody see them doing more than say 15 captains to DI at once? Again maybe I'm wrong, but I don't see a number greater than 15. and if it's quarterly that's going to happen in march, june, september and december. if they do 15 each time, and what guarantee is there that they'll do that many each time, then at the end of the year you've got 60 spots back. my point is that if retirements don't pick up I think we're in for a long wait. I'm in the 50's and given these conditions I don't realistically think I'll be promoted before the summer of '17.

With the 7 Chiefs, 14 Inspectors and 22 D.I.'s promoted on Tuesday, where does that put the number of Captains?

The overage, from what I understand, was 53 prior to Tuesday's promotions. The executive promotions resulted in 22 captains making DI. So, I suppose the overage is now around 31.

 But they also promoted 14 D.I.'s to Inspector opening additional vacancies within the D.I. rank. So would this mean that they only reduced the overage by 8 to 45?

If 22 Captains made DI and 14 DI made Inspector that means there is a 22 less surplus of Captains but more of a deficit of DI spots for more Captains to fill.

I'm told that with the last executive promotions we still have an overage of about thirty. Ok. So let's say they promote another 22 captains to DI in June (same number as in March). That gets us to plus 8. At the beginning of July. Still an overage. Then it starts getting to retirements and if they will continue promoting massive amounts of captains to DI.

In my opinion, I think we'll see one class made from our list this year, maybe two if retirements somehow increase.
