It helps because there was a surplus of 53 captains because they increased allotments to DI. 53 captains are not retiring. 22 of those captains will be DI....Obviously decreasing the surplus.

No offense but you are not making much sense. The whole reason why there is such a surplus of captains is SPECIFICALLY because they decreased the allotments of Captains to increase the allotments to DI. This has been talked about since December Hollar.
Tiger is correct. The promotions to DI reduce the surplus in the captain rank. Captains were +53 prior to these promotions. However, don't get your hopes up too soon. The job will still be around 30 captains over the allotment and executive promotions are expected to be done quarterly now. I'm already told no captains next month, but maybe (MAYBE) May. :(
There is still a shortage of Captains and above. The Department increased the number of D.I. positions which they have yet to fill. So whether there is an overage in Captains or a shortage in D.I.'s there are still vacancies within the ranks. If we are 53+ over on Captains that means there are 53+ D.I. spots available. When they promote the 22 on Tuesday there will still be 31+ D.I. spots vacant. The 53+ does not represent the true number of Captains and how many are needed.

It all depends on the next promos for executives specifically to Capt to DI. I think if they had two more promos, which I heard execs promos are done quarterly now--then they would start back on this list. I'm thinking maybe sometime in the Fall to Winter they will get a class of 10-15 Capts.
Sooo hopefully 3 months at least to keep the list moving. Heard there's always a December class too, but that doesn't seem likely either. We'll just wait for them to put in a Sgt class and hope there will be Capt promotions when they finish BMOC
