Not sure what favors Diblasio promised Mullins (maybe a couple more full release spots for his buddies?). This contract is garbage and I am voting no but we all know it will pass because this is all fixed. Also, i may be wrong, but are we agreeing to a 0% in 2012? The following article was published just two days ago in Reuters and now they agree to this contract?
NEW YORK (Reuters) - New York City will have a budget surplus totaling $1.6 billion in fiscal years 2015 and 2016, due mainly to higher-than-anticipated tax revenues, the city's top financial watchdog said on Tuesday.
The higher tax revenues would be a boon to New York Mayor Bill De Blasio, who predicted a balanced budget in both years when he outlined his spending plans earlier this month. De Blasio is committed to big-ticket items such as universal pre-school and affordable housing.
Tuesday's report by city Comptroller Scott Stringer predicts that tax revenues in 2015 and 2016 will be around $1 billion higher than the city's forecast, pointing to the city's "solid" economic recovery. New York City has the largest regional economy in the United States.
The comptroller also predicts revenues will be $3.5 billion higher in the three following years through 2019.
Contract isn't great, this is pattern bargaining at its political best. But mostly it further marginalizes Pat Lynch and the PBA. They are the last big Union with the ability to break the city's pattern bargaining, but even the the pro police section of the media will turn on them if their negotiations drag on after a PERB verdict. Predict they end up taking whatever the equivalent to 11% is over the remaining 5 yrs of their contract after PERB gives them a small victory.
In total, the MLC and the City have agreed to secure $3.4 billion in health care savings through Fiscal Year 2018, and $1.3 billion in savings every year thereafter. The City and the municipal unions will work to secure cost-cutting measures aimed at bending the curve of rising health care costs for the first time. These savings are guaranteed and enforceable by arbitration.

Sba and city agreed to $74 million in savings to the health savings and stabilization fund.. What exactly does that mean to members of the sba?
It would be nice if the SBA would distribute a full version of the agreement, not just what they want us to see. I also noticed that we are getting zeros from 8/23/12 to 2/28/13 (6 months).
Ok ok...here it is...called the union...here the contract summary. there really are no zeros. BUT since the first year there's a 1 and no further raise till 2013 that decreases your one to let's say a .75 percent. A zero is what the lts got...we got our raise upfront so accounting stand pt no zero. Flsa is settled and will no longer be issue. Sdetective sgt investigators will be get 705 dollars a year due to phone calls at home from cos and xos. Regular sgts who don't get calls from home can put in for ot if u receive a call from home to do work related items but we must put in ot slip and get approval from co. Lastly...give backs..there are none but there is a health care savings. the municipal union puts in 100 dollars to our health and benefits fund..the city another 100 per month... so that's 200 a month going in. Our give back is that the city does not need to put in their share for the length of the contact. So it's 100 dollars less going into the union health fund. According to sba our find is so well funded that thus should not be a problem. Sorry if spelling off on my phone. Hope this helps
1500 should be coming soon. Didnt get exact date. The way the guy at the union described it to me was the 1500 would come from a sgt promoted when the last lawsuit was filled. I think it was around 2012(last two lawsuits covered up to 2012 and i believe this one was 2012 to present?) so if you were promoted 2013 or 14 youll get money but not 1500

sgt2be, what about future FLSA lawsuits? Since this was/is is a recurring lawsuit, do Sgts get $1500 each year? Is that how it works? The FLSA lawsuit was supposed to stay in place until the City adjusted it's practices until they fell into the federal guidelines.... By the way, yes, there are no zeros. It's just the first 1% is extended to 18 months, which would equal .75% or something around there I suppose. Not 6 months of 'zero' as some are saying. 6 months of zero would be if for the first 6 months there was 0% raise, which there is not. It's not an awful contract, especially since the SBA was able to keep those boatload of chart days that everyone else already gave back in the last round of bargaining.... I really thought those were long gone, at least for the newborn Sgts. As long as the fund can cover that healthcare payment, then to get a contract with no givebacks in todays climate isn't bad. PERB will probably give the PBA more, BUT, that will probably be accompanied by givebacks. And then, the SBA, accordingly, would have their pay adjusted to what the PBA would be getting down the road.

I usually don't comment, but I can't help my self. .. this type of beaten attitude is the reason the city is able to shove the contract down our throat.
Folks....understand that this is 7 months total of 0%...that might not sound like much but ask yourself this...if PERB gave the PBA 3 and 3 for 2 years that would be 5% more than what your gonna recieve for the first 2 years cause lets face it the fix is in, even if you vote no, it's gonna pass. I was also suprised that they did nothing to reduce the steps to top pay or try to adopt the modern chart..would someone please tell me why every union seems to pass this by...we have the most police officers in the free world and yet smaller departemts have 3 on & 3 off and here we are working 5 days a week..no pay for college degrees, hazard pay etc. This contract smells of pattern bargaining and really...what did we accomplish?

The pattern has been set. The problem is that the Department is broken down into 5 separate unions, who undercut each-other and agree to the same contract that the City gave to everyone else because they're in bed with the City. The fix is in.
we were backed into a corner when the teachers settled and all the pd unions followed. Its as simple as this, will the pba do better??? maybe maybe not! if they do better, at what cost?? remember they can sell out the unborn, we cant!! their givebacks are ten fold for us because we are a smaller union. Ofcourse the contract blows when you look at it compared to nassau. But then, i look at it compared to other states with their givebacks and it doesnt blow. Just depends how you look at it. Does the city have the money to pay every union 4 percents?? maybe maybe not i really dont know. AS for the flsa, the ONLY Sgts getting yearly checks for 705 dollars will be those investigative sgts who get routine calls at home. It has been settled that on avg an invest. sgt will get a phone call 1.5 hours per week, hence the check yearly. Routine patrol sgts dont get these types of calls but IF they do, they can submit an OT slip and have CO approve. AS for the 1500 dollar check, that is the one time check for unpaid ot and damages and the way i was told is that the flsa issue is now a dead issue and has been resolved. One last thing, those thinking we took a zero. I thought the same thing but do the math. Lets say you have 100,000 salary. 1 percent will give you 101,000 salary now. We have the 1 percent raise for 1.5 years. So you will make 101,000 the first year and 50,500 for that half year which equals 151,500 made for that year and a half. Now look at lt contract with same numbers. 100,000 salary wouldnt get 1 percent untill 6 months later. So for that half year you are make 50,000 (Half of 100,000). Then you get the 1 percent so now your salary goes to 101,000 a year. Add that to 50,000 and you get 151,000 made for that year and half period. You just made 500 dollars more in the year and half contract we have that the lt contract you did not have. Someone let me know if my thinking is off here??
You are right, technically we are not getting zeros, but we are taking 1% for 18 months, which obviously equates to a fraction per year. I think if this contract is rejected, Mullins will have to go back to the table and ask for more in order to appease the membership. But we all know this contract has been approved already.
I'm hearing there was a meeting on Tuesday to discuss the contract proposal. I was unable to attend. Did anyone attend the meeting? If so, how did it go? What was said?
What's the word on the flsa check? When are we getting that?
I called the union last week. We have a meeting with the Judge this week. They still haven't decided the amount the city has to pay for lawyers fees. This is a different judge from last time and wanted more paperwork. Once it's signed off on and finalized, the city has 90 days to send the money. I think they send the money to the law firm and it gets distributed by the law firm. I would guess early September.
I was told by my delegate the checks would be sent august. Now keep in mind....Mullins was at my command and said late may for the checks but this does sound out of his hands.

I can confirm that Mullins did indeed say we should get the money in August in the form of 2 checks. 80 percent in your regular check and 20 percent mailed to you.
