Top pay cop is $87,211 but that's with the 2.25 NCO pay. From my understanding of the contract that 2.25 % is only for PBA members. Therefore when you get promoted your salary would only be $85,292 which is less than a entry level sergeant. Please correct me if i'm wrong.
In the Sgt class and spoke to Mullins directly today, from his mouth and backed up by the rest of the board which was present. All NEW sgts will go to the next step which is more than base top pay cop (if contract ratified) which would be step 4 (aka year 3).
Not gonna take that long if the city has a set date of march 15 to pay out nco bump and with that bump a rookie sgt will make less than a top pay cop step three is 86700 and with the nco bump they will be over 87000 so bottom line you will make less than your top pay cops for a year until you get the 3% in march 2018 #sucks smh
Wow. So Ed said that all Sgt promotions from here on out will start at the last step before top pay? Because for March 30, 2017 the last step before top pay is $88,045... Step just under that is $86,769. What a home-run for promotees over the next few months before that possibly gets 'adjusted'.... That's a BIG deal if accurate.
Any Sgt who makes less than a cop it applies to. Mullins said if its ratified and you don't get a bump to be above the cops, you have to call the sba immediately. Of course he said they are going to press the city to also get the 2.25 differential. As far as being at step four for 3 years or making top pay the following year, he said its all on if the city changes it which he said is 50/50 and couldn't give a definite on.
The only way this WOULDN'T apply is if the City immediately gave Sgt's the 2.25% Neighborhood Policing Differential... Cuz I believe that would probably push pay over $87,200.... Starting Sgt would then be $88,721 as of March 30, 2017. Also, it looks like it would be a short window for promotions to take advantage of that benefit, because as of March 30, 2018 starting Sgt pay is $88,943.

If I was the SBA I wouldn't accept that. Since this works out better for newly promoted sergeants. Just 1 year to Top Pay for the members
It depends. I'm sure the majority of SBA members are top pay. So, if you're looking for something that will benefit your senior AND majority membership... They may take the 2.25% as soon as possible, if offered, as opposed to looking to chop a few steps off their rookie membership. Of course that would suck if you're a rookie Sgt, but it is what it is. You have to look at the big picture.
At a meeting yesterday they said top pay cop is at 85,000 and change... only with the nco diff it brings it up to 87000 and change so essentially they said top pay is still below bottom pay sgt and we couldnt do anything about that
You can't take a pay cut on a promotion so they would have move everyone to a higher salary. But the number of steps stay the same.
That's not really how steps work. Kinda like the Detective to top pay Sgt thing. You would start at a specific step on the pay scale, based on what your previous salary was, and continue up the steps from that point. To start you at last step before top pay Sgt, and then say it would take 4 years to reach top pay doesn't make any sense at all.
Yea it doesn't make sense.. if you go straight to fourth step.. you can wait on the step for 4 years.. it doesn't make sense. You will have to move to next step.. which is Top Pay.
What Ed means is that you would go to the higher pay scale but it will still take 4 years to top pay . I guess people were sleeping at BMOC today
Well, I wasn't sleeping. Direct quote from Mullins "if the pba votes to ratify and the contract goes into effect, all members making less than 87,211 (top pay cop w/ the %2.25) will go to the step which puts them above that." Which happens to be as of March 31, step 4 at 88,045. Further more, you will remain at that step for the 3 years it should have taken to get there before going to step 5 (top pay) UNLESS the city allows otherwise which he said has happened before.
Playing devils advocate, it is entirely possible the contract gets ratified and implemented prior to March 31 when the 2.5 raise kicks in for Sgts, then the only step higher than a cop would be top pay (after the NCO differential starts on March 15) lol
Hope the sba gets off their ass and gives some clarity in the coming weeks.
I know you're just reporting what you were told, and I hope it works out for us, but I think the simplest and most likely outcome is that the City will basically say: "a top pay cop's base salary is actually 85292, not 87211 because the NCO pay is not part of the salary, its a bonus. Therefore, you're good, keep quiet"
All they'd have to do is wait us out for one year when ALL SGTS will be paid more than a top pay cop...what do they care that we'd be annoyed and complaining for one year? They let the PBA kick and scream for years. The political environment is not in the favor police (to say the least) so NO ONE will cry for us.
I mean think about it, why does that 85,292 number even exist other than to be stated as the base salary of a top pay cop? No cop will ever actually be paid that number, since ALL PBA members get the nco bonus regardless of their assignment, making their actual pay 87211. It's only real purpose is to be separated from salary as a negotiation tool against higher ranks (SBA) who will want to use that 87k+ number as a negotiation sticking point to elevate their own pay.
I could be missing something, and I actually hope I am, but I've been on this job too long to expect the city to be anything less cheap when it comes to $
Mymy two cents in all this is the new cop top pay of 85,500 actually started August 1 of 2016. On August 1 of 2016 sergeants starting salary was 84,500 I believe. So retroactively if the SGT. union sued or made a request I think the city would be forced to fix the salary steps for the SBA or eliminate the steps for anyone hired between now and then. That is my educated guess.
No way in hell are rookie sgt gonna be bumped to top pay just because of the pay differential....wishful thinking on the part of a lot of you guys but the city ain't doing us any favors. What sounds more realistic is that you will be bumped to the next higher step and then remain there for the X amount of years you had left before reaching top pay sgt. No matter when you got promoted the only thing that changes would be how much time you have to wait till top pay. So the new Sgt's would have to wait their full term till top pay at the step above top pay cop and if you got promoted in 2016 like someone asked you will have to wait one less year than the rookie sgt at the step before top pay
Mullins did say at this point we will jump to the 3rd step. That however can easily change if they make timely adjustments but the guys did relay information straight from the SBA

Yea that's what I'm saying the wait will be the same....if you have been promoted already then you might be at a step that does not affect you....if it affects you then you will fall in line with the rest of the the rookie Sgt's and be bumped up....that's the only logical thing but my delegate specifically said that there's a clause in our contract that does not allow us to re negotiate
If we skipped three salary steps how would we not go to top pay the following year? The contract specifies salary steps it doesn't say we MUST do 4 years. If we skip steps the next step should be the following step which is top pay. If I am wrong someone please correct me and find it in the contract like what page because it would be a royal screw job if we skip three steps only to stay for 4 years at the same rate and the contract doesn't specify it

Keep in mind that there are other contractual factors as to why you need to wait 4 years to top pay Sgt besides the money . Also know that the PBA got that additional NCO money by giving back some benefits of the unborn . If anything the pay scale issue will be rectified by the SBA in future contracts but for now it seems like the number of steps are going to remain the same .
