I don't believe so. This must be a first. No official list/TVB determination for us, and the previous list is still active. If they're announcing it already they must be planning to move things along faster than normal with these promotions.
Could possibly be they 1. anticipate lots of passovers due to time in rank, and/or 2. passovers for college credit requirements, and/or 3. a dreaded cutoff (hopefully this is not the case!) is being contemplated. Otherwise why would 3 of the same exam virtually be "active" at once?
