I dont think they will have a November promotion; I received a letter DCAS Notice of Non-Eligibility" to take the Capt.'s Test.

Has anyone else received this letter?  Im assuming that they know there will be no promotions in November or before the Capt. Test.

I received the same letter. Sucks, I should have been promoted in January. Just got cleared a week after the October class, but on a positive note at least I will get promoted. All the material I studied will just be a review for the next test.
