That six month thing is made up. They have to hire off a new list to cut the old one. End of story. The whole it takes 6 months to get the grades is an approximation.

No it is NOT mandatory. The way I understand it, EVERYONE HAS TO BE PROMOTED from a civil service test. Regardless, people DIE on the list all the time. They can go to CARB 3 times and if they don't like the answers you give em...youll die on the list.
