What do you mean by which squad is the most "productive" ? They have you multiple squads with a different number of officers assigned. Your definition of productive may be different from mine. Productive was never defined.
I agree, I put the average per cop as the most productive squad but you can also make the argument that the squad with the most summons were the most productive. I think that question should at least be a double answer.

Most definitions I've found on productivity is based on total output divided by cost to produce. More employees raise the cost to produce therefore lowering productivity. 200 summonses total for 10 employees (average of 20 per cop) costs the department more than a a squad of 5 cops writing 200 summonses (average of 40 per cop). Some people were saying that the question didn't state if 1 or 2 cops accounted for the bulk while the rest of the squad were do-nothings, so there is no way to say which squad is more productive. The problem I see with that being the basis to protest the question is, just like the real world, the 1 or 2 guys doing most of the work still raise the average-per-cop number for the squad they are in. The question asked for the most productive SQUAD. Not which squad had the most productive cop.
