I was at the 15 street location and the skell chick dropped all of our test on the floor, never collected all the paperwork and started about 20 minutes after we were suppose to start. She actually had 2 other people come in and hand us our things because they knew she was late as well. Of course thier response to our starting late was "well there's nothing we can do about it now". So I spoke to decas and they said if enough people write to them regarding this matter they will look into it ... I think it's unfair that during such an important exam they have such incompetent, perps who are probably there for community service.
So even if you didn't have this problem but feel like the way they are running things doesn't give us all a fair chance because of how unorganized the entire exam day runs, please write to DECAS.

I was at FDR HS and my test started at 11:15,but didn't get an opportunity to start the test until 11:40. As soon as the bell rang the DCAS staff just started separating the booklets and one of them laughed and said-Well,you know that you already started the test right now,-when no one actually had them. They gave us the in basket booklet first-which meant we still couldn't start working on it,and they distributed the rest 1 by 1, so i lost good 25-30min right there. But the funny part was that they did a great job making sure sure no one marks the answers after the last signal,my booklet got taken away from me much quicker than it was given to me.
Im sure we are not the only ones with this problem i encourage everyone who encoutered these types of mishaps to report them . If your not big on writing a letter please go to the following website and go to option on fine print at the bottom where it saids email commissionor be sure to include your test location, room, seat. We spent money, time and that should not be taken away from us due to lack of competance. If enough people complain this can turn into a major law suit that's long over due.

Same deal at Richmond Hill...the perp goes, "It's common sense" about things that are only common to DCAS proctors. Same deal with my room...the second bell rang but we didn't begin until a solid 25 minute after. I did get to finish and review everything once, with the exception of the last 5 which I didn't get to go over, but it isn't fair because a few in my room had to randomly bubble in a few questions.

wow that sucks for you guys, my proctor was pretty dumb, but she had help getting everything handed out. I had my packets on my desk before the bell even rang. While we were testing, the guy came around and fingerprinted us. Piece of cake! (Bronx Regional HS)
Although I'm not gonna make a big deal out of it because I finished with enough time, the same thing happened in my class. The proctor was eating a fruit salad and then lets this moan out and says she'll be right back (no joke). Apparently she went to the bathroom and it wasn't a quick trip either if you know what I mean. She is gone for the longest time and comes back 15 minutes after the bell rang to hand the material out. One of the Sgt's came in while she was gone looking for her. I know for a fact that some in the class were effected by this late start. I was so pissed but I had to calm myself down and not let it distract me from the task ahead.
The booklets are supposed to be handed out before the bell time so you can have your whole 6 hours of time, which leaves you 3.6 min for every question. The In- Basket consumes more time, because you have to make the adjustments before you can start answering. Spending $700 for the study material and studying really hard the whole summer still doesn't guarantee anything if on the day of test you come across those incompetent people because of whom you don't get to start on time. 30 min taken away= 10 questions. Will protest it.

Anybody willing to protest are encouraged to do so by writing a detailed letter including your attendance slip with the room and seat#s to 1 Centre st,17th fl, NY,NY, 10007. Attention -Test Administration. Those of you who think they were not affected- yes you were!!! You had to read and choose the answers quicker due to the lack of time, and maybe made a few mistakes because of that. Write your letters now and let the DCAS look into this problem.
I've never heard of sooo many ppl running out of time, something must have gone wrong. In my command alone at least five ppl told me they didn't finished the test.
I don't know if anything would change, but I would organize a group, contact dcas, confer with key, fast track instructors for guidance...do something. If not for your test, future test would be given more fairly and who knows, maybe a lawsuit or a possible resolution comes up. Good luck to all.

What Ive done was take 3 hours for the in-basket and 3 hours for the questions. If I was finished early with one...then I would start on the other. You definitely have to pace yourself!
I am glad to be reading this! I've been lurking around the forums and when I saw this thread, had to sign up.
I had the exact same issue.
I took my sweet time, 6 hours...or so I thought. At around 330 I took a break. I asked one of the proctors, when the test will be over, she said it will be over at 6 and thats when the final bell will ring.
It rang at 530! I was left to guess randomly 3-4 questions.
It's BS. The test WAS NOT 6 hours.
I e-mailed the KEY...just for guidance. And I will be reporting this to DCAS. No doubt about it.
Guys, really? If you cannot finish the exam in 5 or 6 hours, you don't deserve to pass. When I took the Sergeant's exam, I was done and gone in a little over 2 hours. I understand that not everyone will fly through it, but no one should need 6 hours. You either know the material or you don't. Staring at a question for 20 minutes is not going to make something you didn't read just pop into your head.
In the end, yes, DCAS sucks and they can't do their job correctly. However, I have never met a single person who was doing great in the exam but failed because they just couldn't finish in time.
I know lots of people that took the test all over the city and this is the first time I heard about this. But I'm not surprise. This site is known for new posters making up random threads with misinformation.
