But how do dream sheets work in bmoc? Are they given and you have to pick the same day?

Do they give them out and you have to hand them in filled out a week later?

dude...MTS is it's own police department. Nobody has it as good as the cops and sgts that work there. If you see people complaining it's because they are complete and total Kunts and would complain anywhere.
