Heres the issue. Early in the month Personnel sends a recommendation to PCO on how many they need/want. This is just a recommendation. Later in the month, and its usually literally a week before promotions, a meeting is held and a final decision is made. If you know anything about this administration there is one person who has the final say on literally everything. And what is requested by personnel is usually never matched. Speculation on numbers will always exist up until the final meeting. Until that meeting is held its anyones guess.
