What is the point of saying a list expires if they can arbitrarily extend it for zero reason whatsoever

 Can it be extended? Yes. Will it be extended? Probably not. 

There are only two real reasons it would be extended: an unprecedented event (ie Covid) or the new list is delayed or not established yet. In the latter case they would only extend the list a few months. 

The list will never be arbitrarily extended.

Covid was used as an excuse to extend the list. Covid did not inordinately delay promotions, they generally continued through the pandemic at a somewhat normal rate. Covid was 100 percent unjustifiably used to extend the expiration of the list. And if theyve done it once before, they could always do it again.
