If youre on any type of monitoring can you still get promoted providing a disciplinary issue is closed ?

If you are in any type of monitoring then that mean you are still in the hot water, and not fully out yet. So I dont believe you can. Only pregnancy is the thing that cant stop your promotion beside that anything on your folder and its a trip to the board to let you get promoted.

That depends. Are you awaiting CARB, or have been told that you need to go to CARB? I got a solid shaft several years back, where I had to wait 18 months for monitoring to end just to be scheduled for CARB, which took all of a 3.5 minutes and no questions related to the reason I was there. Total joke. I'm hoping the process has since changed, but you can PM if you like and we can talk more.
