Is there any official text where you can see what CCRB stops you from?

example a pending CCRB can skip you on promotion, correct?

what else can it stop? Does it stop a transfer? 

mixed answers from all over the place. Looking for the Book answer.

I highly doubt pending CCRBs hold you. Pending Charges, IAB cases, CARB all will.
