I also found the large number of people that got passed over unusual. If anyone has additional information as to why this was the case, please share it. Hopefully there is no "BS" going on.

More people are being jammed up due to CCRB unfortunately. I went down for a BS CCRB a couple months ago and was informed by the SBA that charges and specs that are served by CCRB now carry the same weight with regard to transfer freezes, promotional freezes, probation extensions etc etc that charges issued by IAB or Inspections carry. In other words, whether you're facing charges from IAB for corruption or just facing charges over a bulls*** frisk from CCRB, it triggers the same personnel freezes on you. This includes but is not limited to transfer freezes and promotional freezes. This is what I was told to my face by the SBA about 2 months ago. If anyone has heard similar please chime in.
If you have pending charges and specs from ccrb you will be passed over. They must be finalized by the PC before you can be promoted. Happened to my partner.
Any substantiated case from CCRB which results in them serving charges on you will jam you up. Any charge. Even discourtesy for using the F bomb, if they decide they want to give you charges on it then you aren't getting made until it's resolved. Be careful out there because CCRB is almost always recommending charges on every case it substantiates.
I fought and won CCRB charges, and it only took four months. I guess the amount of time the process takes is on a case-by-case basis. I am more concern with the fact that CCRB can give charges for whatever reason they feel it's appropriate. In my case, it was impossible for me to have committed the allegations in question due to my assignment for that day. Regardless of that fact they still gave me charges for discourtesy with no complainant and wanted to take away 15 days. Although I beat the charges, it prevented me from getting transferred. If the same rules are going to apply for promotions, that would be a damn shame. Some of us work in units of high interaction, where these complaints come automatic based on the nature of the assignment.
Another update from current BMOC.... No word yet as to a november Class....FYI, start learning how to do command log entries and how to breakdown a roll call. At first, It will be one of the most extensive and terrifying things that a newly promoted SGT must deal with.
