I believe she meant no sergeant, lieutenant, captain promotions for the January 23rd promotions due to the new police academy facility. I was only there once for c.o.b.r.a training but it seems the location still had a way to go before being ready for full use.
I do not know when the February promotions are however there is a allegedly a group of 48 police officers starting the sergeant school on 2/2/15 which would put the February promotions around 2/27/15

About 60 a year.
Not sure what list number. They picked up pass overs. At least 4 of them
