What did you think of the survey? I thought it was incredibly short and felt it did not ask the right questions. I was expecting questions as to why a lot of Lieutenants are NOT taking the exam? Are the exams we written? Etc...
It mentioned stress, schedule, financial loss, and being happy as a lt. What other reasons can you come up with as to why people don't take the test? Pretty much everyone falls into one of those broad categories. I fall into all of them
I wish the purpose of that survey was more clear. It wasn't designed to ask why lieutenants are not taking the exam. It is simply to get a picture of the immediate future on lieutenants' plans. The re-engineering committee working on civil service promotions (of which, obviously, I am a part of), already has a good understanding of WHY? Numerous focus groups, informal surveys, and the abundance of suggestions and comments that have been submitted via the Intranet have provided a wealth of information on this topic. While there are mentions of a variety of concerns about the captain rank, the common theme was quality of life. Specifically, most lieutenants were put off from taking the exam due to things like split RDOs, loss of weekends, inconsistent tours, inability to make personal plans, etc., and improvements in this area were changing many lieutenants' attitudes about whether or not to take the exam. We are now in the phase of drafting recommendations to mitigate these issues. Hopefully, when those recommendations are presented, some are implemented and we will see some real change to that rank.

Those reasons are right on the money. QOL and work overall should get better as you move up in all supervisory ranks, with time in rank, etc.(RDO, schedule, etc). Captains in the largest police department in the country should not have same schedule (for the most part) as a rookie coming out of the academy and made to feel like a glorified patrol supervisor. I wish you guys success on trying to change that.
