I don't think its exactly LT's pay but its pretty close. In the copy of the contract they give you in BMOC it has the salary table listed out for SSA.
In terms of what details you can get it... Narco usually has 3 or 4 SDS's per borough, community affairs will give it out here and there, I'm assuming huge hooks like intel etc have a decent chance, and then theres always the dark side.

Its 15000 extra a year and IAB mostly gives it to you if you agree to stay past your 2 year mark.You can also get it as a det squad supervisor either after time or by hook.
SA pay usually goes to Sgts in IAB, Detective Squads, Intel and other units within OCCB. It is harder to comeby these days though. IAB gets the bulk of them I would say, and is a way that they keep Sgts for two more years. Once you are offered the money, you in essence sign a 2 year committment to stay where you are.
