Considering there's a large number of lieutenants in rank less than 3 years and with the city looking to throw zero's at most of the unions, the LBA should consider getting chat days back for the membership in lieu of zeros. Think about it, a Sgt works 8:57 and gets 28 chart days and LT 8:45 with zero char...
